Mid-Peninsula Housing Coalition (MPHC)

  • Mid-Peninsula Housing Coalition (MPHC) is one of the largest and most successful non-profit developers of affordable housing in the San Francisco and Monterey Bay regions.


  • Between 1970 and the end of 2004, MPHC has designed & built or acquired & rehabilitated almost 5,500 units of affordable housing. During its history, MPHC has received extensive national, regional and local recognition for excellence and the quality of its housing.

Mid-Peninsula Housing Services Corporation (MPHSC)
  • Mid-Peninsula Housing Management Corporation (MPHMC) is a Mid-Peninsula Housing affiliate that manages 78 properties in 27 cities and towns in the San Francisco and Monterey Bay region. With ADA, HUD, and Section 8 approvals, MPHMC has provided professional property management services for more than 20 years.


  • MPHMC has a long-term commitment to the quality of life of our residents, the physical appearance and safety of our properties, and the well-being of our communities. On-site property managers and maintenance staff ensure that our standards continue to exceed those of the industry.

Mid-Peninsula Housing Services Corporation (MPHSC)
  • Mid-Peninsula Housing Services Corporation (MPHSC) is a Mid-Peninsula Housing affiliate that provides on-site service coordination; computer education programs for students, seniors and persons with special needs; summer youth programs; arranges for on-site child care; and provides a broad range of services and supports for MPH residents.


  • Mid-Peninsula has provided supportive services to its residents throughout its history as part of its overall mission. In 1993, MPHC established its own Services Department and in 2000 it created its second major affiliated partner, the Mid-Peninsula Housing Services Corporation (MPHSC).

Mid-Peninsula Housing Services Corporation (MPHSC)

  • The goal of MPHSC is to help individuals and families meet needs that extend beyond that of basic shelter by assisting them in achieving self-sufficiency and a higher quality of life. The Services Corporation has established a number of on-site programs to achieve this goal.


  • On-site Services Coordinators are available to residents in all MPHC communities. They provide in-home health care information and referral; nutrition and health education; addiction referral and support; community development activities; and access to benefits, vocational and employment support; and other resources.

Mid-Peninsula Housing Services Corporation (MPHSC)
  • Mid-Peninsula usually works with service partners and community agencies that provide specialized services to residents who may need them to live independently.
  • Mid-Peninsula's Educational Program is available to residents from age six. After school programs, summer enrichment programs and a computer based educational program are available for children.


  • Computer education is also available for adults and older adults to learn business applications to enhance their marketable skills or English as a second language. Thirty-nine MPH communities have computer education labs. All services are offered free to MPH residents

Why Use The MATRIX?
  • MPHSC turned to the MATRIX Outcomes Model because it could help us accomplish our two-fold need.  The first is to assess resident needs.  MPSC wants to respond adequately to residents current and changing needs; The MATRIX is flexible enough to use with a variety of client types (Older Adults, Special Needs Individuals, and families, and Children/Youth)..


  • The second reason for turning to the MATRIX is to evaluate the efficacy of our service programs and strategies.  MPHSC wants to evaluate programs in order to strengthen programs, chronicle results; and empower service providers and residents.

Process
  • The process that we have undertaken has been collaborative.  We have utilized the expertise of workers, residents, second and third party service providers.


    • Establish core committee (a cross section of people providing services in Family, Senior, Adult and Special Needs properties);
    • Review and Training by CSU Monterey staff;
    • Develop beta version of matrix instrument – Need several versions for each type of property;
    • Implement in a test period;
    • Review process and number of responses & revise matrix instrument (as necessary);
    • Review all data and develop baseline;
    • Report on findings of first year.

About the Presenter
  • Jose Montes de Oca is a Program Manager with the overall responsibility of overseeing MPHSC programs for the San Benito, Santa Cruz and Southern and Central Santa Clara Counties geographic area.  The population group served includes Older Adults, Special Needs Individuals, Families, and Children/Youth. Jose’s focus is to ensure that the services provided meet the highest professional standards and that the staff members involved receive the training and support they need in order to meet these standards.  Mr. Montes de Oca is a graduate of San Jose State University, receiving a BA degree in Sociology in 1975.   Jose has over thirty years of management and administrative experience in the non-profit social service sector.  Under the auspices of Montes de Oca and Associates, Jose has also provided management and development consulting services for local, regional and national non-profit groups.
